Abstract

Organizations and individuals with substantial resources, particularly information and capital, significantly influence tourism development policies, creating opportunities for investors but limiting locals' participation and benefits. Political factors favor the powerful, disempowering weaker community members. This study uses the Advocacy Coalition Framework (ACF) by Sabatier and Weible (2007) to analyze competing advocacy coalitions shaping policy. Results reveal a rivalry between alliances with differing views on tourism policy regulation in Lembang, with third-party policy brokers also playing a role. Crucially, findings highlight the minimal involvement and participation of local communities in influencing tourism policymaking. This underscores the need for stronger efforts to empower local communities and enhance their participation in development and policymaking processes, ensuring they benefit from the tourism industry in their region. Empowering locals and encouraging their involvement is essential for equitable development and sustainable tourism, allowing them to reap the benefits of their labor and influence the industry's direction.
