Abstract

This article discusses the implementation of Permenparekraf RI Number 9 of 2014 concerning the standards for managing homestays in the Alam Endah Tourism Village, Bandung Regency. This study highlights specific aspects of homestay management that have often been overlooked in previous research. The research employs a descriptive approach by conducting field observations, literature reviews, documentation, and interviews with key informants, including homestay owners, leaders, managers, and members of the local tourism awareness group (pokdarwis). The article examines the compliance of homestays in Alam Endah Tourism Village with Permenparekraf RI No. 9 of 2014 in three aspects: management, service, and product, which remain below standard in some areas. The study evaluated 11 homestays, representing various settings such as residential neighborhoods, large yards, and roadside locations. Assessments were conducted using guidelines from the Ministry of Tourism, with scoring categories: Excellent (80 points), Good (70 points), Fair (60 points), and Poor (50 points). The findings reveal that the product aspect achieved an average score of 65 points (fair), while service and management aspects scored 60 and 58 points, respectively, indicating a need for improvement. Key deficiencies include guest record-keeping, administrative management, and safety facilities such as first aid kits. This study recommends continuous mentoring for homestay owners to enhance service and management quality to meet national and ASEAN standards. Additionally, supportive policies are necessary to strengthen the role of homestays as a crucial element in the sustainable development of tourism villages.
